Dr Elaine SHIU Yin-ning is an entrepreneur and owner of a hospitality business. Dr Shiu holds a Bachelor of Business Administration (BBA) in Marketing and a Master of Science in Entrepreneurship Management from The Hang Seng University of Hong Kong (HSUHK), and a Doctor of Business Administration (DBA) from Universidad Católica San Antonio de Murcia (UCAM), Spain. Her doctoral research examined the impact of digital transformation on entrepreneurship in the tourism and hospitality industry in Asia.
Dr Shiu is currently pursuing an MSc in Science, Technology, Engineering and Public Policy at University College London (UCL), further developing her academic interests in public policy and the interaction between government, industry, technology and society. Building on her experience in tourism, environmental conservation and public policy, she has also begun exploring research related to blue tourism and its role in sustainable tourism development.
Dr Elaine SHIU Yin-ning has strong participation and influence in public service in Hong Kong since a relatively young age and has been appointed to a broad range of advisory and statutory bodies of the Hong Kong SAR Government. She has been appointed to various government units across different policy areas, including:
- Consumer Relations Panel of the Travel Industry Authority (旅遊業監管局消費者關係小組) (2026 – present), appointed by the Travel Industry Authority.
- Endangered Species Advisory Committee (保護稀有動植物諮詢委員會) (October 2024 – present), appointed by the Under Secretary for Environment and Ecology.
- Legal Aid Services Council (法律援助服務局) (September 2024 – present), appointed by the Chief Executive of the HKSAR. Dr Shiu was first appointed as a lay member in 2024 and was reappointed for a further two-year term from September 2026.
- Small and Medium Enterprises Committee (中小型企業委員會) (December 2021 – present), appointed by the Under Secretary for Commerce and Economic Development.
Dr Shiu has also contributed to tourism policy and industry development. She previously served on the HKSAR Government’s Tourism Strategy Group (旅遊業策略小組), providing views on the strategic development and future direction of Hong Kong’s tourism industry. She currently serves on both the Outbound Committee (出外旅遊委員會) and Inbound Committee (來港旅遊委員會) of the Travel Industry Council of Hong Kong (香港旅遊業議會). She also serves as Deputy Chairperson of Young DAB (青年民建聯副主席), with a focus on youth participation and development.
Dr Shiu has been passionate about supporting HSUHK to organize global events at the University/School level and can help with event coordination, design, and provide insights on policy research. She has contributed to several events at HSUHK, such as successfully securing funding from the Hong Kong Tourism Board for the China Business Forum held in Jan 2026; obtaining support from the CR Charitable Fund (華潤慈善基金) for organizing a Beijing ESG tour for HSUHK students in May 2026, etc.
With her growing interest in research and public policy, Dr Shiu looks forward to continuing her contribution to HSUHK by bringing together her experience in government advisory work, industry engagement and policy development. She is particularly interested in developing research and initiatives related to public policy, sustainable and blue tourism, and cross-sector collaboration, while supporting stronger connections between HSUHK, government, industry and the wider community.
